This paper describes and evaluates the Scaffolded Apprenticeship Model (SAM); a school improvement and leadership development by way of a school “inquiry team” to close targeted learning gaps and lead their colleagues to do the same. Theory of change, sphere of success expanding and accelerated learning are all part of this theory.
